Township Meeting Room
WEST COCALICO TOWNSHIP
The Chairman, Jacque Smith called the meeting to order at 9:03 a.m.
The following were in attendance:
Supervisors: Jacque Smith, Terry Scheetz and James Stoner.
Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant; Tom Showalter, Roadmaster; and Luke Showalter.
James Stoner motioned to approve the Board of Supervisors minutes from October 15, 2012. Terry Scheetz seconded the motion. Motion carried.
James Stoner motioned to approve the attached list of checks totaling $212,060.57. Terry Scheetz seconded the motion. Motion carried.
The Supervisors asked Carolyn to write a letter to East Cocalico Twp. regarding why the Township received an additional invoice in the amount of $23,604.77 for police pension before the fiscal year end and to ask for clarification as to whether or not the township could receive an additional invoice after the 2012 audit. The Township had previously received a credit in the amount of $20,834.60 for the pension. Jacque said he feels the police contract with East Cocalico Twp. should be updated.
James Stoner motioned to approve the October, 2012, Treasurer’s Report. Terry Scheetz seconded the motion. Motion carried.
James Stoner motioned to approve retroactively the Declaration of Emergency from October 29th at 8:00 am for Hurricane Sandy. Terry Scheetz seconded the motion. Motion carried.
The Supervisors asked Carolyn and Tom to continue to explore the cost and type of Emergency Generators for the Township office building and the maintenance building.
Terry Scheetz motioned to release in full the letter of credit for Timothy & Sara Sensenig, 230 Blue Lake Road; as per the Rettew Assocs. letter of October 31, 2012. James Stoner seconded the motion. Motion carried.
The Township received a letter from The Lancaster County Humane League stating they will no longer provide animal control services to the county’s municipalities beginning February 1, 2013. They will accept stray dogs for a fee of $100.00 by appointment and based on available space and an assessment; dogs must have completed the 48-hour hold period prior to admission.Terry Scheetz motioned to request that PennDot do a traffic study at the Route 897 and Cocalico Road intersection based on a resident’s request. James Stoner seconded the motion. Motion carried.
James Stoner motioned to advertise the 2013 budget. Terry Scheetz seconded the motion. Motion carried.
Carolyn Friesema gave the Manager’s Report:
1.Attended the following meetings:
a. Zoning Hearing Board -Thursday, October 18, 2012 – 7:00 p.m.
b. Cocalico Regional Leaders Meeting- Tuesday, October 23, 2012 – 7:00 p.m.
c. Park Board – Wednesday, October 24, 2012 – 7:00 p.m.d. On Thursday, October 25, 2012, attended a meeting at the Lancaster County Tax CollectionBureau to discuss tax collection efforts for 2012.2.
2.On Friday, October 19, 2012, met with Marty Gerhart regarding the Township’s insurance renewal.
3.On Sunday, October 21, 2012, attended Cocalico School District Open House.
4.On Monday, October 22, 2012, met with Ben Webber from Rettew and the owners of SpearExcavating to discuss the Harting’s Park project.5.Investigated the following complaints/concerns:
a.55 Blue Lake Road – storm water issue
b. 180 Creek Road – demolition without permit
c.Sandy Hill Road – dirt dragged onto road by farmer
d.Dealt with many residents issues after the storm, several requests for temporary woody yardwaste site.
e.Stobers Dam Road undercut bank
f. 450 Hertzog Valley Road – vehicles and storage units on property
g.Liquid manure spreading prior to Hurricane sandy
On a motion by James Stoner and seconded by Jacque Smith, the meeting was adjourned at 10:13 a.m.
