Township Meeting Room

WEST COCALICO TOWNSHIP

The Chairman, Jacque Smith called the meeting to order at 9:05 a.m.

The following were in attendance:
Supervisors: Jacque Smith, Terry Scheetz and James Stoner.

Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant; Tom Showalter, Roadmaster; Pat Burns, Lancaster Newspapers; and Loren Ziegler, Moyer and Ziegler.

James Stoner motioned to approve the Board of Supervisors minutes from May 3, 2012, as presented. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to approve the attached list of checks totaling $85,958.32. James Stoner seconded the motion. Motion carried.

James Stoner motioned to approve the April, 2012, Treasurer’s Report. Terry Scheetz seconded the motion. Motion carried.

Tom Showalter gave the Roadmaster’s report as follows:

          Moved playground equipment from the Schoeneck Elementary School to the salt shed for storage.

           Street sweeping was completed.

           Property pin markers were installed at Chapel gate Park.

           Paving repairs were made on Camp Rodgers Rd., Project Dr., Gockley Rd., Pine View Dr. and Hickory Rd.

           The road crew attended an LTAP seminar on storm water.

           Line painting was completed on all roads.

           Shoulder mowing, was completed on all roads. Road crew will start mowing again next week.

           Truck 204 was inspected and had an ABS brake sensor replaced.

           No truck signs were instaledl on Kline, Strickler, and Wollups Hill Roads.

           Spoke with UGI about road repair and gutter work that still needs to be finished on Swamp Church Road. They said all repairs will be made at same time as the Village Hollow repairs are made.

           Met with Nevin McQuate concerning a storm water pipe that discharges onto his property along Horseshoe Trail Rd.

           Met with Ben Weber to look at MS4 out falls in the Township right of ways.

           Replaced the Stop sign and post at Linda Lane and Swamp Bridge Road, Lane Rd., Rt. 897, Meadow Rd. and Texter Mt. Road.

           Was out to 55 Chapel View Dr. to look at a retaining wall that was constructed in the right of way.

           Roads were cleared of debris from the heavy rains on May 15th.

           Batteries were replaced in the flashers on Short Rd.

           Shoulder repairs were made at Elmer Kauffman’s property along ShortRd.

           The rest rooms at Chapel Gate Park and Main St. Park have been closed due to vandalism.

           Installed a new door at the Township Office.

The estimates for repairing the docks at the 1975 North Reading Road property were reviewed. Also discussed was Dorma Door’s interest in this site.

The motion to approve Speedwell Forge resolution was tabled.

James Stoner motioned to approve the request for a waiver of the Land Development plan for Schoeneck Elementary School apartment project. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to have employee health insurance provided by Health Assurance beginning June 1, 2012 to May 31, 2013. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to approve the ECHO housing agreement for William Jay Auker at 130 Greenville Road. James Stoner seconded the motion. Motion carried.

James Stoner motioned to approve the use of Schoeneck Fire Police at Ephrata Community Days June 2, 2012 and the Reinholds Carnivals June 2, and June 9, 2012. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to release the financial escrow for William Teleguez on Horseshoe Trail Road. Terry Scheetz seconded the motion. Motion carried.

The request by two residents for a four way stop at Rt. 897 and Peartown Road was discussed. Carolyn has put the Township’s name on the PennDot list for a speed trailer to be placed in this area.

Carolyn Friesema gave the Manager’s Report as follows:

1.Attended the following meetings:
           A.Planning Commission Monday, May 14, 2012 7:00 p.m.
          B.Zoning Hearing Board Thursday, May 17, 2012 7:00 p.m.
2. Investigated the following complaints:
          A.Wall built in right of way at 55 Chapel View Drive
          B.13 Park View Drive, rabbit cage was placed on Chapel Gate Park property
          C.Long grass – 30 Joshua Circle, 3 Park View drive
          D.Brick mailbox in right of way – 135 Sunrise Gardens
3.Attended the PSATS Annual Conference on May 7 – 8 in Hershey
4.Attended a seminar on sustainable storm water financing & TMDL strategies on May 14, 2012 given by AMEC.

Terry Scheetz asked Carolyn if she had an update on the property at Horseshoe Trail Rd. where extensive timbering was done. To date, Carolyn has not received any information from Rebecca Buchanan, Resource Conservationist.

Terry Scheetz asked Carolyn to look into the clean fill being dumped at the Schlack property on Greenville Road.

There was discussion regarding follow-up of the property on Peartown Road where salvage cars are kept.

On a motion by James Stoner and seconded by Terry Scheetz, the meeting was adjourned at 9:40 a.m.
