Township Meeting Room

WEST COCALICO TOWNSHIP

The organizational meeting began at 9:00 a.m. with the following in attendance:

Supervisors: Jacque Smith and Terry Scheetz.

Others present: Carolyn Friesema, Manager, Tom Showalter, Roadmaster and Shelbie Shupp, Administrative Assistant

Terry Scheetz motioned to nominate Jacque Smith as Chairman. Jacque Smith seconded the motion. Motion carried.

Jacque Smith motioned to nominate Terry Scheetz as Vice-Chairman. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to reaffirm the following employees:
           1. Manager – Carolyn Friesema
           2. Administrative Assistant – Shelbie Shupp
           3. Clerical Worker/Recycling Coordinator – Tammy Sweigart
           4. Part-time Clerical – Margaret Showalter

Jacque Smith seconded the motion. Motion carried.

Terry Scheetz motioned to reaffirm the following road workers:

Terry Scheetz motioned to reaffirm the following part-time road workers:

Jacque Smith motioned to recommend the Treasurer’s Bond be established for $500,000.00. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to reappoint Larry B. Maier, Solicitor. Jacque Smith seconded the motion. Motion carried.

Terry Scheetz motioned to reappoint Rettew Associates as the Township Engineering Firm on a project fee basis. Jacque Smith seconded the motion. Motion carried.

Terry Scheetz motioned to reappoint the following individuals as the Township’s Sewage Enforcement Officers:
Allen Madeira SEO #02371, as the Primary Sewage Enforcement Officer and
1st Alternate – Cynthia E. Hix SEO #01553

Jacque Smith motioned to reappoint Barry Wagner of BRW Associates as Zoning Officer and Vector Control Officer. Terry Scheetz seconded the motion. Motion carried.

Jacque Smith motioned to reappoint Associated Building Inspections, Inc. as the Building Code Official. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to reappoint Gene Weaver to the Authority for a five year term, to expire 12/31/2017. Jacque Smith seconded the motion. Motion carried.

Terry Scheetz motioned to reappoint Kurt Eckenroad to the Zoning Hearing Board for a five year term, to expire 12/31/2017. Jacque Smith seconded the motion. Motion carried.

Jacque Smith motioned to reappoint Mark Klumpp to the Planning Commission for a four year term, to expire 12/31/2016. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to reappoint Terry Bergman to the Parks Board for a five year term to expire 12/31/2017. Jacque Smith seconded the motion. Motion carried.

Jacque Smith motioned to appoint Susquehanna Bank as the depository for Township funds. Terry Scheetz seconded the motion. Motion carried.

Jacque Smith motioned to approve the attached list of meeting dates for 2013. Terry Scheetz seconded the motion. Motion carried.

Jacque Smith motioned to reimburse the Planning Commission, Park Board and Zoning Hearing Board members for expenses in the amount of $35.00 per meeting attended. Terry Scheetz seconded the motion. Motion carried.

Jacque Smith motioned to approve Carolyn Friesema and Tom Showalter as delegates to the State Convention and to appoint Carolyn as the voting delegate. Terry Scheetz seconded the motion. Motion carried.

Jacque Smith motioned to approve the attached list of employee benefits and holidays for the year 2013. Terry Scheetz seconded the motion. Motion carried.

Jacque Smith motioned to approve the attached fee schedule for 2013 zoning permits. Terry Scheetz seconded the motion. Motion carried.

Jacque Smith motioned to approve the attached fee schedule for 2013 building inspections. Terry Scheetz seconded the motion. Motion carried.

Jacque Smith motioned to retain the Driveway Permit Fee of $65.00 and Highway Occupancy Permit Fee of $125.00.Terry Scheetz seconded the motion. Motion carried.

Jacque Smith motioned to retain the $550.00 application fee to go before the Zoning Hearing Board. Terry Scheetz seconded the motion. Motion carried.

Jacque Smith motioned to retain the Resolution 01032011 for Sewage Permits. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to approve the minutes from the Supervisors meeting of December 17, 2012, as presented. Jacque Smith seconded the motion. Motion carried.

Terry Scheetz motioned to pay the attached list of bills totaling $76,530.30. Jacque Smith seconded the motion. Motion carried.

Tom Showalter gave the Roadmasters report as follows:
The stop sign was replaced at the intersection of Pine View Dr. and Hertzog Valley Roads.
Cleaned gutters on Galen Hall Road.
Updates were made to the road sign inventory records.
Road name signs were replaced. All road name signs have six inch letters.
The road crew attended an MS4 seminar on good housekeeping.
The stop sign at the intersection of Short Rd. and Line Rd. was repaired.
Salted and plowed roads from Dec. 24th thru Dec. 31st.
Repair snow equipment.
Truck 204 is currently at Buds Spring Shop for repairs to rear springs.
Truck 901 had upper and lower ball joints replaced for the Pa inspection.
The guide rail at the Swamp Bridge Road Turnpike Bridge was repaired.
LCTC has started grading of the playground area at the Schoeneck Park.

The Manager’s report was presented:
          1.Investigated the following complaints/concerns:
                    a.Junk piled on Sportsmen Rd.
          2.Met with Marty Gerhart to go over insurance renewal.
          3.Submitted the Municipal Tax Information Form and the Municipality Report of Elected and Appointed Officials.
          4.Currently working with Larry Maier on several civil cases.
Terry Scheetz motioned to approve the 2013 Police Services Agreement with East Cocalico Township in the amount of $844,087.44. Jacque Smith seconded the motion. Motion carried.

Carolyn said the current amount of the insurance umbrella for the township is $1 million dollars. She met with Marty Gerhart of Harding Yost, and he suggested the Board of Supervisors might want to consider raising the amount to $2 million for an additional cost of $700 per year. This will be discussed at the next meeting.

Carolyn briefly shared that the SPCA will be opening a Lancaster facility.

Since there was no further business, a motion to adjourn at 9:45 a.m. was made by Jacque Smith and seconded by Terry Scheetz. Motion carried.
