Township Meeting Room

WEST COCALICO TOWNSHIP

The Chairman, Jacque Smith called the meeting to order at 9:00 a.m.

The following were in attendance:
Supervisors: Jacque Smith, Terry Scheetz and James Stoner.

Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant; Thomas Showalter, Roadmaster and Patrick Burns, Lanc. Newspapers.

Terry Scheetz motioned to appoint James Stoner as Secretary/Treasurer. Jacque Smith seconded the motion.

Since James Stoner was not at the January 7th meeting and all Supervisors were present at this meeting, Jacque Smith motioned to ratify the appointments made at the January 7th meeting. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to approve the Board of Supervisors minutes from January 7, 2013.
Jacque Smith seconded the motion. Motion carried.

Terry Scheetz motioned to approve the attached list of checks totaling $32,522.66. James Stoner seconded the motion. Motion carried.

James Stoner motioned to approve the December, 2012, Treasurer’s Report. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to support Housebill No. 38. Terry Scheetz seconded the motion. Motion carried. This bill is for the use of radar in enforcing speed limits and how the fines will be disbursed. Carolyn will write a letter to the State Representatives on behalf of the Supervisors, asking them to support this bill.

Carolyn Friesema gave the Manager’s report as follows:
1. Investigated the following complaints/concerns:
a. The owner of a B & B called complaining about truck traffic.She wasreferred to PennDot since her property is located ona State road.
2. Attended a meeting for the Lancaster County managers to discuss theLancaster SPCA onTuesday, January 15, 2013.
3. Met with Mark Koiro from Lynx Computer Technologies to discussinternet options andbackup systems for the office computers.

Tom Showalter gave the Roadmaster’s report as follows:
l Storm water pipe was extended at chapel Gate Park.
l LCCTC finished the grading of the playground area at the Schoeneck Park.
l The Road Signs Retro-reflectivity inspection was completed for 2013.

l Two sink holes were reported on Clearview Drive. The storm waterpipe will need to bereplaced and a standard, new inlet will be installed. It appears that a sewer trench has settledand the storm water pipe has come apart. Repairs will be made.

lGutter repairs were made on Meadow Road.

Terry Scheetz motioned to increase the insurance umbrella amount from $1 million to $2 million dollars per year, with a $700 increase in cost. James Stoner seconded the motion. Motion carried.

James Stoner motioned to approve the purchase of a new backhoe from Plasterer Equipment with the cost varying from $99,695.00 without trade in and $69,695.00 with a trade in. Terry Scheetz seconded the motion. Motion carried. Carolyn said that there is an interested municipality coming this Thursday to look at the township’s backhoe.

The meeting recessed to executive session at 9:22 am to discuss personnel issues.

The meeting resumed at 9:45 am.

On a motion by James Stoner and seconded by Terry Scheetz, the meeting was adjourned at 9:50 a.m.
