Township Meeting Room

WEST COCALICO TOWNSHIP

The Chairman, Jacque Smith called the meeting to order at 9:00 a.m.

The following were in attendance:
Supervisors: Jacque Smith, Terry Scheetz and James Stoner.

Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant; Tom Showalter, Roadmaster; and Patrick Burns, Lanc. Newspapers.

Terry Scheetz motioned to approve the Board of Supervisors minutes from November 14, 2012. James Stoner seconded the motion. Motion carried.

James Stoner motioned to approve the attached list of checks totaling $112,227.72. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to approve the November, 2012, Treasurer’s Report. Terry Scheetz seconded the motion. Motion carried.

Tom Showalter met with Martin Generators to have them evaluate what is needed regarding generators for the municipal office and the maintenance building. He said he is also working on the requirements to have a UGI line ran from Village Hollow to the municipal office. Larry Maier is working on easements that would be needed from the properties bordering the pedestrian easement adjoining the fire company field. Carolyn has called Mike Hession to find out how he was able to purchase a generator through government surplus.

Terry Scheetz motioned to adopt the 2013 Budget. James Stoner seconded the motion. Motion carried.

Carolyn has talked with East Cocalico regarding the additional invoice received to close out the end of year for the Police and the Police Pension. They assured her that we would not be getting any additional invoices regarding this.

James Stoner motioned to authorize the Manager to proceed with the Donald Barnett Subdivision civil suit. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to appoint Weinhold Nickel and Company as the Township auditor. Jacque Smith seconded the motion. Motion carried.

Carolyn shared that the township did not get the grant for the Chapel Gate Walking Trail. She said that she is planning to do pieces of the trail as time and finances allow. Also, CTC students might be available for some of the labor.

Terry Scheetz motioned to authorize approving the cost of pursuing a constable sale of the Levern Ruth property. James Stoner seconded the motion. Motion carried.

Terry Scheetz motioned to appoint Mike Hession as our municipal representative on LCTCB board and Mark Hiester as the alternate. James Stoner seconded the motion. Motion carried.
James Stoner motioned to approve granting an easement to Swamp Lutheran Church to cross the township property with a gas line from Village Hollow. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to advertise for adoption Resolution 12172012. Terry Scheetz seconded the motion. Motion carried.

Tom Showalter gave the Roadmaster’s Report:
Paving repairs were made on Netzley Rd.
          Met with Jim Caldwell to look at the grading of the area behind StobersDam and if anything can bedone to the stop steam bank erosion of IndianRun. Jim said that nothing can be done about the streamerosion becauseit is out of the township righ-of-way.
          Cleaned gutters using one of our mowing tractors and a rear bladeattachment that we got fromAdamstown Equipment as a demonstrator.This worked very well for cleaning the gutters and is moreproductive thenusing a loader.
          Replaced the stop sign at Schoeneck Rd. and Indiantown Rd.
          Repaired a railing on Chapel View Dr. that was damaged in a vehicleAccident.
          Spoke with UGI about grading issues along Swamp Church Rd. that need to be repaired. These werecreated from the installation of the gaspipeline.
          Had a preconstruction meeting with LCCTC for the grading of theplayground area at the SchoeneckPark.
          The Road Crew will be working in the area below the basketball court inChapel Gate Park. We willbe extending a storm water pipe and placing fillin the area in preparation for the walking path.
          Salted and plowed snow on November 27th.
          Met with Brian Martin from Martin Generator and Machinery to look at ourbuildings so he can givean estimate of the cost for this project.
          Made paving repairs on Redstone Circle.
          Met with Carolyn and a resident along Blue Lake Rd. concerning stormwater runoff.
          Met with Marvin Fox, one of the part-time snow plow drivers to explainplowing and saltingprocedures.
          Three loads of rock salt were delivered.
          Attended The Roadmasters Round Table Conference sponsored by PSATS.

Carolyn Friesema gave the Manager’s Report:
          1.Attended the following meetings:
                    a.Lancaster Managers meeting – Wednesday, November 28, 2012.
                    b.Lancaster Representative/Manager’s meeting – Friday, December 14,2012.
          2.Investigated the following complaints/concerns:
                    a.Storm water issue – Blue Lake Road                    b.Sewer complaint – Harting’s Park Road
          3.Met with Rodger Marks at 240 Blue Lake Road regarding a storm waterissue.
          4.Met with Representative Mindy Fee and her assistant to familiarize herwith the Township andtownship issues/concerns.
          5.Met with Larry Ramsey and Rich Beiler from the Schoeneck Civic Association, and Tom Showalter to discuss the Schoeneck sign installation. The post for the signs are not the traditional break away posts, so the signs will be placed at different places in Schoeneck that will be out of the township right-of-way.
          6.Learned at the Lancaster Manager’s Meeting that there is an increase in workers compensation claims from Firemen diagnosed with cancer. As a result, a lot of municipalities are putting Firemen on State Firemen’s insurance.
          7.A group of individuals is looking to start a Lancaster County SPCA.
          8.The bidding limits have increased due to inflation, but not significantly.

On a motion by James Stoner and seconded by Jacque Smith, the meeting was adjourned at 9:50 a.m.
