Township Meeting Room

WEST COCALICO TOWNSHIP

Leading the Pledge of Allegiance, the Chairman, Jacque Smith called the meeting to order at 7:00 p.m.

The following were in attendance: Supervisors: Jacque Smith, Terry Scheetz and James Stoner.

Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant, Chief George Beever, Tom Showalter, Roadmaster and Kori Walter.

James Stoner motioned to approve the Board of Supervisors minutes from March 19, 2012, as presented. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to approve the attached list of checks totaling $50,217.66. James Stoner seconded the motion. Motion carried.

Chief Beever gave the police report as follows:

          1.Two people were injured when a motorcycle struck a deer in the 1200 block of Girl Scout at 9:10 pm, March 13. The driver and his passenger were transported to LGH for treatment.
          2.An Ephrata resident was charged with Accidents Involving Damage to Unattended Vehicle or Property, as well as two related summary offenses in regards to an incident that occurred on Friday, March 23 at 5:20 am. His vehicle was involved in a collision in 500 block of Schoeneck Road in West Cocalico in which property was damaged. He fled the scene on foot, but was later identified as the driver.

The Supervisors discussed with Chief Beever the residents’ requests for a Jake Brake prohibition. Chief Beever said an ordinance prohibiting Jake Brake usage would be very hard to enforce and that any road with more than a 3% grade could not be enforced.

There was discussion regarding a new truck purchase. James Stoner motioned to purchase a gas engine truck with a stainless steel body from New Holland Ford/E.M. Kutz in the amount of $64,207.72. Terry Scheetz seconded the motion. Motion carried.

Tom Showalter said line painting will be done next week.

Suggestions were made regarding the proposed employee manual. The completed manual will be presented at a future meeting for approval.

Terry Scheetz motioned to pass Ordinance #120 amending the interest rate on the loan for 1975 N Reading Road. James Stoner seconded the motion. Motion carried.

James Stoner motioned to appoint Kori Walter to serve on the Planning Commission for Ron Meck’s interim term. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to approve Lancaster Bicycle Club using our roads in their 3rd Annual Covered Bridge Metric Century ride on August 19th, 2012. James Stoner seconded the motion. Motion carried.

Terry Scheetz motioned to approve the Prevailing Wage Reform Resolution and for it to be submitted to our legislator and newspaper. James Stoner seconded the motion. Motion carried.

There was discussion as to which way the voting delegate should vote at the annual PSATS conference on the proposed bylaw changes. The Supervisors directed Carolyn, the voting delegate, to vote against the proposed bylaw changes.

The Board of Supervisors would like to discuss at the Cocalico Regional Leaders meeting
the feasibility of truck parking at the 1975 N. Reading Rd.

Carolyn said the Schoeneck Fire company requested that the Township attempt to collect payment from Hibred Farms, the owners of 1910 West Route 897, for the Sauder’s fuel bill for refueling fire engines during the fire at this address. She will be sending Hibred Farms a letter requesting they reimburse the Schoeneck Fire Company.

James Stoner motioned to advertise for bid the Swamp Bridge /Hartings Park Road project. Terry Scheetz seconded the motion. Motion carried.

Carolyn Friesema gave the Manager’s report as follows:

          1.Attended the following meetings:
                    a.Park Board – Wednesday, March 28, 2012 – 7:00 pm
                    b.Lancaster Co. Assoc. of Twp. Supervisors dinner meeting with JJ Stoner and Terry Scheetz – Thursday, March 29, 2012.
          2. Investigated the following complaint: Garage being built on S. King St.
          3. Met with the PEMA and FEMA representatives on Friday, March 23, 2012, to go over the bridge costs.
          4. Spent extensive time working on the Chapel Gate Park Grant with both Theo Robinson and members of Rettew.
          5. Met with Ben Webber from Rettew on Wednesday, March 28, 2012, to discuss the NPDES permit renewal (MS4), which is due September 9, 2012.
          6.Received all the signed easements for the Hartings Park/Swamp Bridge Road Project.
          7. Submitted the Chapel Gate Park Project for a DCNR grant.
          8.Currently in the process of receiving prices for health insurance which will renew June 1st.

The request from the Schoeneck Veterans War Memorial Association to close the main entrance of Schoeneck Park on May 28, 2012 from 7:00 a.m. to 12 noon for the Annual Memorial Day Parade and Ceremony was approved. The Supervisors would like directional signs posted directing traffic to the auxiliary entrance to the park.

On a motion by James Stoner and seconded by Terry Scheetz, the meeting was adjourned at 8:04 p.m.
