WEST COCALICO TOWNSHIP

Leading the Pledge of Allegiance, the Chairman, Jacque Smith called the meeting to order at 7:00 p.m.

The following were in attendance:
Supervisors: Jacque Smith,Terry Scheetz and James Stoner.

Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant; Thomas Showalter, Roadmaster, Sergeant Ray Burns and Marvin Showalter.

Marvin Showalter asked the Supervisors to consider additional signage, stop bars, flashers, etc. for the Schoeneck Rd. and Indiantown Rd. intersection. Sergeant Burns said Marvin contacted him about this intersection, so he ran some statistics of crashes in this area. Since 2008 there have been 17 crashes, 12 reportable and 9 that involved injury. There were 11 crashes from 2010 until present. At the Supervisors request, Carolyn and Tom will pursue additional signage in these areas.

James Stoner motioned to approve the Board of Supervisors minutes from July 16, 2012, as presented. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to approve the attached list of checks totaling $62,659.16. James Stoner seconded the motion. Motion carried.

The Schoeneck Civic Association will be putting up signs introducing Schoeneck. The signs are going to be placed behind the guardrail at Swamp Bridge Rd. and Linda Lane. The Association is going to provide the materials and requested the Township employees install the signs.

Carolyn said she contacted Larry Maier regarding legalities of organizations holding bike/motorcycle rides, races, etc; using township roads. Larry said that if possible, it is beneficial to have organizations provide insurance and signed waivers from participants. However, if these are not available, the Township cannot stop the event because the roads are for public use. If Fire Police are used, all these documents are required.

Terry Scheetz motioned to enter into the Memorandum of Understanding with Cocalico Creek Watershed Association. James Stoner seconded the motion. Motion carried. The Memorandum of Understanding is a joint commitment by both parties for education and outreach for the preservation, maintenance and improvement of both water quality and quantity through the promotion of wise and prudent water use practices.

Carolyn Friesema and James Stoner will attend the 16th Annual Supervisors Summer Event on Thursday, August 30th at Four Seasons Golf Course.

Carolyn Friesema gave the Manager’s report as follows:
          1. Attended the following meetings:
                    a. Cocalico Regional Leaders Meeting -Thursday, July 24, 2011 – 7:00 p.m.
                    b. Park Board – Wednesday, July 25, 2011 – 7:00 p.m.
          2. Landscape work was done at the rental property. There were plans to repair the bathroom tub when
the current tenant moved out; however, the tenant did not move out as was originally planned.
          3. Discussed with a resident, their concerns regarding engineering costs.
          4. Met with Leon Kurtz, Mike Tokay and Ben Weber to discuss a lot add-on plan.
          5. Spoke to Larry Maier regarding Leisey Rd. property issue and codification of Ordinances.
          6. Investigated complaints regarding long grass.

The meeting was recessed to an executive session at 7:30 p.m. to discuss a legal matter.

The meeting reconvened at 7:55 p.m.

James Stoner motioned to serve a resident with a Municipal Citation fining the resident $500 for violations of the West Cocalico Township Zoning Ordinance. Terry Scheetz seconded the motion. Motion carried.

On a motion by James Stoner and seconded by Terry Scheetz, the meeting was adjourned at 8:05 p.m.
