Township Meeting Room

WEST COCALICO TOWNSHIP

The Chairman, Jacque Smith called the meeting to order at 9:00 a.m.

The following were in attendance:
Supervisors: Jacque Smith, Terry Scheetz and James Stoner.

Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant; Luke Showalter, and Patrick Burns, Lancaster Newspapers.

James Stoner motioned to approve the Board of Supervisors minutes from June 18, 2012, as presented. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to approve the attached list of checks totaling $209,432.29. James Stoner seconded the motion. Motion carried.

James Stoner motioned to approve the June, 2012, Treasurer’s Report. Terry Scheetz seconded the motion. Motion carried.

Tom Showalter gave the Roadmaster’s Report as follows:
                    Paving repairs were made on the following roads; Leisey, Creek, S. Blainsport, White Hall, Garvin, Ross, and Mechanic St.
                    Martin Tree Service removed two trees at the intersection of Hartings Park and Swamp BridgeRoads. They needed to be removed for a storm water pipe to be installed.
                    Gutters were cleaned on Creek Rd.
                    Martin Paving has completed the chip sealing of roads for this year.
                    Checked on a storm water complaint at 315 Village Spring Lane.The residents of the neighboring property, had the outlet pipe that discharges on their property blocked, the water backed up and lifted a manhole cover, so that the water would discharge onto the 315 Village Spring Lane property. Spoke with the neighbor and they did remove the obstruction.
                    Installed 300 feet of 4 inch drain tile at the Schoeneck Baseball Field. Water has been flowing constantly since June 25th.
                    Installed an inlet box and 60 feet of 15 inch pipe along Lower Hillside Rd., so that the intersection could be widened to accommodate truck traffic from John F. Martin while pipe replacement is done on Hillside Rd.
                    Met with Adam Wensel from HRI to discuss the chip seal on Indiantown Rd. Stone has come off in some areas. He said that he would get back to me in a couple of weeks regarding this.
                    Mowing along all roads was done two times since the end of May.
                    Cameras were installed at Main St. Park and Chapel Gate Park.
                    Flyway Construction completed stream bank stabilization on Indian Run.
                    Line painting is scheduled for later this week on the roads that were chip sealed this year.
                    Met with Carolyn and Aaron Nolt to discuss placement of fill alongthe shoulder of Stobers Dam Rd. The material would come fromreconstructing the stream bed of Indian Run upstream from StobersDam. After looking at the area of concern, there does not seem tobe any problems from the Townships point of view.
                    Received an e-mail from New Holland Ford on July 12th stating thatour truck will be built the week of Aug 13th, and should be delivered to E.M. Kutz by the end of August.
                    Last week a dip on Forest Road was reported. The dip was caused bya 36 inch pipe that is failing. This pipe crossing has a small streamrunning through it. Carolyn has notified Rettew so that they canstart working on a permit.
                    Met with David Powers from Burkholder Paving to look at pavingprojects for next year’s budget.
                    Completed the MS4 outfall inspection for this year.
                    Swamp Bridge and Hartings Park Road storm water project isscheduled to begin next week.

Carolyn Friesema said the truck parking is underway at the 1975 North Reading Road property. The bill to refinance the note for this property is $8,231.05 and will be split among the four municipalities. Ephrata National Bank had sent a bill to the Township for the regular payment of the note but it was for the previous amount and not the lower refinanced amount. They will be sending the Township a refund for the difference.

Carolyn shared that Officer Delaplaine was in a car accident and totaled a police car. This happened while he was in pursuit of someone.

James Stoner motioned to adopt Tobacco-free Park and Playground Resolution #07162012 for the parks. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to post No Parking on the Grass signs at the parks. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to pass Tobacco-free Public Facilities Resolution #07162012-01, to post no-smoking signs in prominent public areas. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to release Thomas & Wendy Stuber’s escrow of $1,335.40. James Stoner seconded the motion. Motion carried.

Terry Scheetz motioned to approve for the Chester Zimmerman Land Development Plan: 08:05 the request for waiver of requirements for Section 610.5.1-Freeboard; to provide twelve (12) inches of freeboard and, in the alternative, provide only nine (9) inches based on Rettew’s letter dated June 13, 2012. James Stoner seconded the motion. Motion carried.
Terry Scheetz motioned to approve request for Reinholds and Schoeneck Fire Police to assist the Ephrata Police Dept. with fire control for the Ephrata Fair Parade on Wednesday, September 26, 2012. James Stoner seconded the motion. Motion carried.

James Stoner motioned to approve escrow reduction of $117,720.70 for Millbrook Manor Mobile Home Park. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to approve Larry Maier pursuing a civil penalty at District Justice Hamill’s office for vehicle violation. Terry Scheetz seconded the motion. Motion carried.

Carolyn Friesema gave the Manager’s Report as follows:
          1.Attended the following meetings:
                    a.Recreation Board Wednesday, June 27, 2012 7:00 p.m.
                    b.Planning Commission Monday, July 9, 2012 7:00 p.m.
          2.Investigated the following complaints:
                    a. Apartment at 40 N Duke St
                    b. Long Grass at various places
          3.Met with Ken Rotz from Keystate Publisher’s to review the Preliminary editorial report for the codification of ordinances.
          4.Met with Terry Weaver from Gypsum Industries to discuss the plant expansion they are planning.

Carolyn said she was contacted regarding a fundraiser bike ride. The organizers did not provide the township with the proper forms and held the bicycle ride anyway. Typically the township is provided with a certificate of insurance and liability waivers signed by each participant. Carolyn will be checking with PSATS to see if they have any information regarding how these fundraiser events should be handled.

Larry Ramsey will be meeting with Barry Wagner and Carolyn to discuss signs that the Schoeneck Civic Association wants to erect.

The meeting was recessed to an executive session at 9:45 a.m.

The meeting reconvened at 9:55 a.m.

On a motion by James Stoner and seconded by Terry Scheetz, the meeting was adjourned at 10:00 a.m.
