Township Meeting Room

WEST COCALICO TOWNSHIP

The Chairman, Jacque Smith called the meeting to order at 9:00 a.m.

The following were in attendance:

Supervisors: Jacque Smith, Terry Scheetz and James Stoner.

Others Present: Carolyn Friesema, Manager; Tammy Sweigart, Assistant Secretary; Thomas Showalter, Roadmaster; Sue Knauer, and Luke Showalter.

James Stoner motioned to approve the Board of Supervisors minutes from May 20, 2013, as presented. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to approve the attached list of checks totaling $107,619.34. James Stoner seconded the motion. Motion carried.

Jacque Smith motioned to accept the resignation of township auditor, Debbie Wingenroth, who has moved out of the township, effective immediately. James Stoner seconded the motion. Motion carried.

The following sealed bid was received for the small triangle of township property bordering Swamp Lutheran Church and Sunrise Gardens:

Terry Scheetz motioned to accept the bid from Swamp Lutheran Church in the amount of $1.00. James Stoner seconded the motion. Motion carried.

Carolyn received several complaints from a resident that lives on Mazzotta Road regarding a neighboring property. The resident also requested that Mazzotta Road be dedicated to the township. Since it is the developer’s responsibility to make sure that everything is in compliance before the road is dedicated to the township, Carolyn will advise the resident to contact the developer.

James Stoner motioned to adopt the attached Resolution 06172013 to adopt written procedures detailing how Professional Services are chosen for its Pension Plans in order to comply with Act 44 and the Auditor General’s Recommendation. Terry Scheetz seconded the motion. Motion carried.

Carolyn asked the Board if they would like to change the location of the Christmas Dinner Meeting for 2013 or if they would like to keep the location the same as in previous years. Terry Scheetz and James Stoner said they would like to keep the location at Weaver Markets Banquet Facility since the owners are residents of West Cocalico Township.

The International Property Maintenance Code was discussed. Carolyn will check with the solicitor if the code would distinguish between rentals and owners and if the code were adopted, if each property could be brought to the Board of Supervisors on a case-by-case basis.

The proposed 2014 Police Contract was discussed. Since there are questions and concerns regarding the contract, Carolyn will contact Larry Maier to meet with East Cocalico Township as soon as possible so she can have more information at the July meeting.

Tom Showalter gave the Roadmaster’s Report as follows:

          Shoulder mowing was done along all roads.

          Storm water pipe and inlet boxes were installed at the intersection of Hillside and Sandy Hill Roads. The old swale was filled in and paving repairs were made.

          Lower Hillside Road was widened on both sides. The road is ready for paving.

          On May 24th stones and gravel were swept up on Horseshoe Trail Rd.

          Trucks 108, 696, 204, 812, explorer, and the pickup were serviced.

          Line painting was completed on all roads that don’t get paved or chip sealed. All center lines were painted double yellow, to comply with PENNDOT standards.

          A sink hole has developed on Chapel View Dr. The hole is over a sewer main. The Authority is looking to see if there is a problem with their main. When we have more information we will decide how to repair the sink hole.

          The Kubota and John Deere mowers were serviced.

          On June 11th we cleaned up stones and debris from heavy rain.

          We replaced a 12 inch steel pipe with a 15 inch concrete pipe on Wollups Hill Road. The steel pipe was bad and needed to be replaced before the road is paved.

          On June 13th we cleaned up stone and debris from heavy rain.

          All of the Parks are being mowed and trimmed.

Carolyn Friesema gave the Manager’s report as follows:

           1.Investigated the following complaints/concerns:

                    A.Excavation at 295 S. Cocalico Road
                    B.Water complaint at 410 Paradise Road
                    C.Paving complaint at Harding’s Park and Swamp Bridge Road

          2.Attended the Planning Commission meeting on Monday, June 10, 2013.

          3.Attended the Park Board meeting on Wednesday, May 22, 2013.

          4.Met with Dan Synoracki of Rettew and Pat Strong of the Army Corps of Engineers to discuss the Chapel Gate walking trail project and wetlands impacts.

          5.Attended the Lancaster County Legislators/Managers meeting on June 7th.

On a motion by James Stoner and seconded by Terry Scheetz, the meeting was adjourned at 10:15 a.m.
