Township Meeting Room
WEST COCALICO TOWNSHIP
The Chairman, Jacque Smith called the meeting to order at 9:00 a.m.
The following were in attendance:
Supervisors: Jacque Smith, Terry Scheetz and James Stoner.
Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant; Thomas
Showalter, Roadmaster; Luke Showalter, and Patrick Burns, Lancaster Newspapers.
Terry Scheetz motioned to approve the Board of Supervisors minutes from May 2, 2013.
James Stoner seconded the motion. Motion carried.
James Stoner motioned to approve the attached list of checks totaling $123,780.31. Terry Scheetz seconded the motion. Motion carried.
James Stoner motioned to approve the April, 2013, Treasurer’s Report. Terry Scheetz seconded the motion. Motion carried.
The Army Corp of Engineers will look at the Cocalico Creek Watershed Association’s Peartown Rd.
Project when they come to look at the Chapel Gate Park walking trail project.
Terry Scheetz motioned to approve the soil testing at 1975 N. Reading Rd. recommended by the Economic Dev. Company at a cost of $4,800 to $7,000 and to replace the drop tube on tank 001 with overfill protection at a cost of $702.16. James Stoner seconded the motion. Motion carried.
Jacque Smith motioned to approve Schoeneck Fire police assisting with the Reinholds Fire Company Carnivals in June. James Stoner seconded the motion. Motion carried.
James Stoner motioned to approve the health insurance renewal with Health America and Teachers Protective Mutual. Terry Scheetz seconded the motion. Motion carried.
Carolyn met with neighboring municipalities to hear about a collaborative effort for the Chesapeake Bay Pollutant Reduction Plans design which will be done by Land Studies. Working on a collaborative effort would reduce the participating municipalities’ costs. Terry Scheetz motioned to enter into a collaborative effort for the Chesapeake Bay Pollutant Reduction Plans design with neighboring municipalities. James Stoner seconded the motion. Motion carried.
Terry Scheetz motioned to approve the Prevailing Wage Reform Resolution. James Stoner seconded the motion. Motion carried.
Carolyn said the renter of the township property at 360 W. Route 897 would like to purchase the property. The Supervisors asked Carolyn to check into offering the property for advertised sealed bid.
Jacque Smith motioned to change the June 6th meeting from 7:00 pm to 9:00 am. James Stoner seconded the motion. Motion carried.
Tom Showalter gave the Roadmaster’s report as follows:
l Opened gutters on Swamp Church Road and graded shoulders. This work was not completed when UGI installed the Natural Gas Main.
l Paving repairs were made on Horseshoe Trail Rd.
l The generator for the Township Office was ordered. Currently working with Dynateck to get the building permit in order.
l Crack sealing was done on several roads.
l Truck 204 had new batteries installed.
l Repairs were made to a drain pipe at the Township Office.
l Met with DEP concerning water overflowing two ponds on Laurel Ridge Rd. DEP has notified the property owner of the problems.
l Met with Joe Becker at Chapel Gate Park to look at the retaining wall along the third base line of the baseball field to see if it can be repaired or if it should be replaced. He will get back to us with estimates to repair and to replace the wall.
l On May 1st, Doug Miller was injured while on the job. His right hand was pinched between the tailgate release handle and the step on the dump body. We’ll be looking into a way to correct this problem.
l Playground equipment is still being installed at the Schoeneck Park.
l Three pipes were replaced on Hillside Road.
l A tree was removed along Wollups Hill Road. The tree was leaning over the road and onto Windstream wires.
l Met with Dick Pannebecker and Gary Martin at the old Schoeneck Fire Hall to discuss how water issues around the building could be dealt with.
l The Asphalt Zipper was delivered on May 10th.
l Started mowing in all parks.
l Shoulder mowing along the roads will begin on May 20th.
Carolyn riesema gave the Manager’s Report as follows:
1.Investigated the following complaints/concerns:
a.Long grass at various properties
b.Drivers not stopping at 4-way stop in Schoeneck
c.Uneven sidewalk in Chapel Gate
2.Attended the Planning Commission meeting on Monday, May 13, 2013.
3.Met with Jim Caldwell, Rettew; and Rebecca Buchanan, Lancaster Conservation District; at 86A for storm water issues.
4.Met with Randy Maurer and John Zimmerman to discuss the business John wants to move into 150 Lincoln Avenue.
5.Met with neighboring municipalities on Tuesday, May 14, 2013 to discuss Chesapeake Bay Pollutant Reduction plans for our region.
On a motion by James Stoner and seconded by Terry Scheetz, the meeting was adjourned at 9:45 a.m.
