Township Meeting Room

WEST COCALICO TOWNSHIP

The Chairman, Jacque Smith called the meeting to order at 7:00 p.m.

The following were in attendance:
Supervisors: Jacque Smith,Terry Scheetz and James Stoner.

Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant; and Chief George Beever.

Terry Scheetz motioned to approve the Board of Supervisors minutes from April 15, 2013, as presented. James Stoner seconded the motion. Motion carried.

James Stoner motioned to approve the attached list of checks totaling $102,416.19. Terry Scheetz seconded the motion. Motion carried.

Chief George Beever gave the Police Report. He said the East Cocalico Township Police Department issued a warning to local residents involving a phone scam that had occurred recently to an East Cocalico Township resident. The victim was contacted by an out of the area phone number by a male caller who reported that the victim’s sister was involved in a vehicle accident and was being held captive. The caller requested that the victim wire $2,000 to Puerto Rico to assure his sister’s safe return. The Police are urging anyone who receives a similar call to contact the local police immediately so that a determination can be made regarding the authenticity of the phone call.

Also noted, was the Police Department office hours will be changing effective May 6 to 8:00 am to 4:30 pm.

James Stoner motioned to approve purchase of an Asphalt Zipper for $27,600 through Municibid. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to approve use of Schoeneck Park for Community Days hayride. Terry Scheetz seconded the motion. Motion carried.

There was a discussion regarding Swamp Lutheran Church’s request for a gas easement through the township property at Village Hollow. On the advice of the attorney, Larry Maier, Jacque Smith motioned to advertise the small triangle of township property bordering Swamp Lutheran Church and Village Hollow through sealed bids. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to hire Scott Zook to replace public works employee, Dick Pannebecker, who is retiring the end of May. James Stoner seconded the motion. Motion carried.

Jacque Smith motioned to adopt Resolution 05042013 to change administrative personnel for the pension plan. James Stoner seconded the motion. Motion carried.

There was discussion regarding the township website. The county will no longer host websites for municipalities effective March 31, 2014. Carolyn attended a meeting where CIVICPLUS, the company that will be doing the new county website, shared their information and costs to build and support websites for municipalities in the county. Other companies will be contacted for quotes to build the website and provide support.

There was a brief discussion regarding the Judges reversal of the Zoning Hearing Boards decision denying Eugene and Linda Martin’s property at 295 S. Cocalico Road, Denver, PA 17517, be used as a sewing guild retreat.

Carolyn Friesema gave the Manager’s report as follows:
1. Investigated the following complaints/concerns:
          a. Tall grass at 3 Park View Drive/ 215 Resh Road
          b. Junk at 81 Redstone circle
          c. Storm water issue on N. Blainsport Road
2. Attended the following meetings:
          a.Zoning Hearing Board – Thursday, April 18, 2013 – 7:00 p.m.
          b.PSATS Convention – Monday and Tuesday April 22, 23, 2013
          c.Cocalico Regional Leaders meeting – Tuesday, April 23, 2013 – 7:00 p.m.
          d. Park Board – Wednesday, April 24, 2013 – 7:00 p.m.
3. Met with Scott Lehman from PA Liquid Fuels to set up ourpaving project.
4. Attended the EDC breakfast on Wednesday, April 25, 2013 to discuss projects in the LancasterCounty area which would benefit from their assistance.
5. Met with Tom Showalter and two representatives from PA DEP Dam Safety to discuss an issueon Laurel Ridge Road.
6. Attended a meeting regarding the Lancaster County Co-op on Wednesday, May 1, 2013 at 1:00 p.m.
7. The LCCTC crew has been working on putting in the playground equipment at Schoeneck Park.
8. The office has answered a number of questions regarding the streetlight tax.

On a motion by Terry Scheetz and seconded by Jacque Smith, the meeting was adjourned at 8:12 p.m.
