Township Meeting Room

WEST COCALICO TOWNSHIP

Leading the Pledge of Allegiance to the flag, the Chairman, Jacque Smith called the meeting to order at 7:03 p.m.

The following were in attendance: Supervisors: Jacque Smith,Terry Scheetz and James Stoner.

Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant; Chief George Beever, Daniel Stoner and Robert Bachman, CCWA; Shirlie O’Leary, Joe Patterson and Ron Funk, Historic Preservation Trust.

James Stoner motioned to approve the Board of Supervisors minutes from March 18, 2013, as presented. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to approve the attached list of checks totaling $192,091.27. James Stoner seconded the motion. Motion carried.

The Lancaster County Preservation Trust gave a presentation on the background of the Trust and to make the Township aware of the countywide survey that is being conducted and ways that the Historic Preservation Trust can be supportive of the Township.

Chief George Beever gave the Police Report. He said that he is down to twenty officers since Sergeant Larry Martin retired on February 19th and Sergeant Ray Burns will retire on April 5th. Chief Beever said he would like to have twenty three officers.

Bob Bachman and Dan Stoner discussed the issues with Harnish Run and the flooding of Peartown Rd. They said they are looking for direction as to the next step to take. The Supervisors asked Carolyn to contact the Conservancy to setup a time where the Supervisors and the CCWA could meet to discuss options to alleviate the problems.

Terry Scheetz motioned to approve use of Township roads for Lancaster Bicycle Club Covered Bridge Metric Century Ride, August 18, 2013. James Stoner seconded the motion. Motion carried.

Terry Scheetz motioned to approve the 2013/2014 Memorandum of Understanding with Lancaster County Conservation District. James Stoner seconded the motion. Motion carried.

Terry Scheetz motioned to adopt changes to the Personnel Policy regarding Inclement Weather and Call-out Duty During Non-Scheduled Work Hours. James Stoner seconded the motion. Motion carried.

Terry Scheetz motioned to approve use of Main Street Park for PA Environment Ride on Saturday, May 18, 2013. James Stoner seconded the motion. Motion carried.

Carolyn asked the Supervisors if they were okay with the PSATS 2013 Proposed Regulations and a Bylaw Change. The Supervisors did not have any questions regarding the changes, so Carolyn will be voting according to PSATS recommendations at the Annual Educational State Conference and Trade Show.

A member of the Schoeneck Lions Club contacted Carolyn to request that the Township replace the post that was knocked down with the Lions Club sign on it. Carolyn said she discussed it with Tom and they decided the Township would order the post for them, but they would have to pay for it and install it themselves because it is on a PennDot road.

Carolyn Friesema gave the Manager’s report as follows:
1.Investigated the following complaints/concerns:
          a. Burn pile at 1010 Forest Road
          b. Water access complaint
          c. Blighted property complaint
2. Attended the Park Board on Wednesday, March 27, 2013 – 7:00 pm.
3. Met with Tom Showalter and a resident on Paradise Road to discuss storm water issues.
4. Coordinated with LCCTC regarding the installation of the playground at Schoeneck Park. LCCTC will begin work on April 17, 2013.

On a motion by Terry Scheetz and seconded by Jacque Smith, the meeting was adjourned at 9:20 p.m.
