Township Meeting Room

WEST COCALICO TOWNSHIP

The Chairman, Jacque Smith called the meeting to order at 9:00 a.m.

The following were in attendance:
Supervisors: Jacque Smith, Terry Scheetz and James Stoner.

Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant; and Thomas Showalter, Roadmaster.

James Stoner motioned to approve the Board of Supervisors minutes from March 7, 2013.
Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to approve the attached list of checks totaling $42,837.04. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to approve the February, 2013, Treasurer’s Report. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to add the parcels of Eugene Martin and family to ASA lands in the Township. James Stoner seconded the motion. Motion carried.

There was discussion regarding the current Snow Emergency Ordinance. Carolyn and Tom suggested there should be no parking on township roads during snow emergencies. The East Cocalico Twp. police said the current ordinance is unenforceable because there is not enough signage. Carolyn and Tom will look into how many signs need to be installed and also check with other municipalities regarding their Snow Emergency management. Carolyn said the supervisors should determine whether the enforcement is through ticketing and/or towing.

James Stoner motioned to approve Fire Police use for Adamstown Community Days Sunday, May 26, 2013. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to approve the Eugene Martin 14 Ross Rd., Stormwater Management Plan WCT 12:04 plan based on the Rettew Assocs. letter dated February 20, 2013; with the following conditions:

          a.Items 1 through 9 under Zoning are addressed.
          b. Items 1 through 11 under Subdivision and Land Developmentare addressed.
          c.Items 1 through 14 under Storm Water Managementareaddressed.Terry Scheetz seconded the motion. Motion carried.

The Board of Supervisors took the following actions on the CL Kurtz, LLC, Revised Final Plan WCT 13:01 based on the Rettew Assocs. letter dated January 31, 2013:

          1.Terry Scheetz motioned to recommend approval of Modification to Section 403.1.A – Plan Scale. James Stoner seconded the motion. Motion carried.
          2.Terry Scheetz motioned to recommend denial of Modification to Sections 403.7.e and 409.4 – Wetlands Study. James Stoner seconded the motion. Motion carried. An abbreviated wetlands investigation will be done per Kevin Varner, Diehm & Sons.
          3. James Stoner motioned to recommend approval of the plan with the following conditions:
                    a.Items 1 through 2 under Zoning are addressed.
                    b. Items 1 through 17 under Subdivision and Land Development areaddressed.
                    c. Item 1 under Storm Water Management is addressed. Terry Scheetz seconded the motion. Motion carried.

Terry Scheeetz motioned to approve advertisement of seal coat and paving bids. James Stoner seconded the motion. Motion carried. The following roads are being considered for seal coat:

Tom Showalter gave the Roadmaster’s report as follows:
Chestnut Hill Township has agreed to purchase the backhoe for $40,000.
The new backhoe is scheduled for delivery the last week in March.
The mowers and small equipment are serviced and ready for the summer.
Roads were salted and/or plowed on the following dates:
Jan. 25, 26, 27, 28, Feb. 1, 2, 3, 4, 8, 9, 11, 14, 16, 19 and Feb. 23.
The salt shed doors were repaired.
Met with Mark Metzler from Rettew Assn. to look at a blocked storm water pipe on Chapel View Dr. The heavy rain on Jan.30th, caused the stream banks to collapse. We will need to have a vacuum truck come in to clean the pipe. Spoke with Lon Brumbach, the owner of the property where the stream banks collapsed, and he said he will repair the area and seed it in the spring.
Have been working with Carolyn on Chip Seal and Paving bids.
Road crew helped with a water main repair on Feb.12th.
Road crew started to clean up anti-skid in intersections.
Met with Carolyn and UGI to discuss grading issues that need corrected along Swamp Church Road. They agreed to make the changes.
The Road crew did some painting in the Township Office.
Extended a pipe and did some shoulder repairs along Swamp Bridge Rd.
Met with Earl Stauffer from Clay Township to discuss road issues.
Met with people from EJ.Brenaman, and Burkholder Paving to discuss paving problems on Wollups Hill Rd.
Met with the grounds crew at the Galen Hall Golf Course to discuss a storm water pipe that needs to be replaced. We need to work together, as the pipe on the Golf Course will also need replaced.
Met with UGI to look at how a natural gas line can be installed from Farrow Lane to the Township Office, Reinholds Fire Co. and the Senior Center.
Met with the Roadmaster of South Heidelberg to discuss closing of Golf Rd. when we replace the storm water pipe at the Galen Hall Golf Course.
The baseball field at Chapel Gate and Schoeneck Parks were prepared for use.
Installed an inlet box on Golf Rd.so that Galen Hall Golf Course can install a new pipe on their property. After that is installed, we will finish installing the pipe across Golf Rd.
Met with Dynateck to discuss the installation of a backup generator for the Township Office.
Harding Yost Insurance held a safety seminar in the Township Meeting Room on March 13th. The topics were Trench Safety and Driver Safety.

Carolyn Friesema gave the Manager’s Report as follows:
           1. Investigated the following complaints/concerns:
                     a. Storm water at 86 A East Main
           2. Attended the Planning Commission meeting on MondayMarch 11, 2013.
           3. Attended the road workers safety meeting by Harding-Yost onWednesday, March 13,2013.
          4. Met with JJ Stoner and Dean Hoover on Wednesday March 13, 2013to discuss theTownship audit. Carolyn and JJ said that DeanHoover said the township is in muchbetter financial shape thanmost municipalities.
          5. Attended the PA MS4 Phase II Community Forum at the Lancaster County Conservation District on Thursday, March 14, 2013.
           6. Met with Tom Showalter, Jim Caldwell and Lauren Zumbrun from Rettew to discuss various issues in the Township on Friday, March 15, 2013.
          7. Received notification from PEMA that as a result of my appeal, we will be receiving anadditional $28,308.22 for engineering costs from our bridge projects.

Jacque Smith praised Carolyn and Tom for managing the township finances conservatively.

The meeting recessed to executive session at 10:05 am to discuss personnel issues.

The meeting resumed at 10:40 am.
