Township Meeting Room

WEST COCALICO TOWNSHIP

The Chairman, Jacque Smith called the meeting to order at 7:00 p.m.

The following were in attendance:
Supervisors: Jacque Smith, Terry Scheetz and James Stoner.

Others Present: Carolyn Friesema, Manager; Shelbie Shupp, Administrative Assistant, Chief George Beever and Luke Showalter.

James Stoner motioned to approve the Board of Supervisors minutes from February 21, 2012, as presented. Terry Scheetz seconded the motion. Motion carried.

Terry Scheetz motioned to approve the attached list of checks totaling $97,896.94. James Stoner seconded the motion. Motion carried.

Chief Beever gave the police report as follows:

1.Police stopped an individual for a traffic violation at 12:25 pm on February 3 in the 600 block of North Ridge Road. It was discovered that there was an active Lancaster County Bench Warrant for his arrest. He was taken into custody and turned over to the Sheriff’s Deputies.

2.One person was injured in a one-car crash in the 200 block of Sportsman’s Road at 11:57 p.m. on February 11. The driver lost control of his vehicle while rounding a curve. The vehicle struck an embankment and rolled, injuring a passenger. She was taken to LGH by the Reinholds Ambulance.

3.Charges are pending against an individual after she was stopped for unsafe driving in the first block of Paradise Road at 11:20 p.m. on February 12. She failed sobriety tests at the scene and was taken to ECH for a blood test.

4.Two people were injured in a two crash at the intersection of North Cocalico Road and West Rt. 897 at 3:30 p.m. on February 20. A vehicle that was on North Cocalico Rd. entered the intersection with Rt. 897 into the path of a car that was traveling west on Rt. 897.

5.Officers responded to a domestic disturbance at a residence in the 100 block of Mill Road at 1:00 a.m. on February 21. The domestic was verbal only, and the argument was over marijuana being flushed down the toilet.

6.The Police received a grant and will be using it for three enforcement waves. One of the areas they will do enforcement is near the ambulance building on Main St. in Reinholds.

The Board reviewed Harding Yost’s quote for Earthquake Insurance. The quote was for $2,022.00.

James Stoner motioned to adopt Ordinance 119 – PROHIBITING TRUCK TRAFFIC, EXCEPT WITH CERTAIN EXCEPTIONS, OVER PORTIONS OF KLINE ROAD (T-991), STRICKLER ROAD (T-991), AND WOLLUPS HILL ROAD (T-670), ALL IN WEST COCALICO TOWNSHIP; AND PROVIDING FOR POSTING AND SETTING PENALTIES FOR VIOLATION. Terry Scheetz seconded the motion. Motion carried.

The Board discussed giving a donation to Lancaster Farmland Trust. Carolyn will check with other municipalities to see how they handle this request.

Carolyn told the Supervisors that the owners of the Schoeneck Elementary School gave the playground equipment to the Township. The Park Board would like the equipment to be placed at the Schoeneck Park since some of it was donated by the Schoeneck PTA.

James Stoner motioned to approve the eGrants resolution to apply for DCNR C2P2 grant for Chapel Gate Park walking trail. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to approve the Schoeneck fire police assist with traffic control for the FBLA 5K run on April 28, 2012. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to approve advertisement of seal coat and paving bids. Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to approve use of the Township roads by Tour De Lititz on Sunday, April 29, 2012, provided Chief George Beever approves of the individuals directing traffic, (listed as Marshalls). Terry Scheetz seconded the motion. Motion carried.

James Stoner motioned to advertise the 2011 Audit. Terry Scheetz seconded the motion. Motion carried.

Carolyn Friesema gave the Manager’s report as follows:
1. Attended the following meeting:
        A. Park Board – Wednesday, February 22, 2012 – 7:00 pm
2. Investigated the following complaints:
       A. Greenville Rd- earth moving activity
       B. Gene Martin – demolition
3. Attended the DCNR C2P2 Grant workshop on Wednesday, February 22in Conshohocken to getadditional info on applying for a grant for the walking trail .
4. Met with our FEMA and PEMA representatives Monday, February 27 tosign off on some ofour projects. It is expected that we will receive money from these projects within 90 days.These projects did notinclude our bridge projects.
5. Met with Tom Showalter and the new owner of Schoeneck Elementaryto discuss acquiring the old playground equipment.
6. Met with JJ Stoner and Dean Hoover on Monday, February 27 to reviewour audit.
7. Currently working on Employee Manual.

The Supervisors will have an employee luncheon on April 13, 2012, at 12:00 p.m.

The Employee Manual will be discussed at the April 5, 2012, meeting.

On a motion by James Stoner and seconded by Terry Scheetz, the meeting was adjourned at 7:45 p.m.
