Township Meeting Room

The Chairman, Henry Freed, leading the Pledge of Allegiance to the Flag, called the regular meeting of the West Cocalico Township Authority to order at 7:00 P.M. The following were in attendance:

The minutes of the meeting held on April 9, 2013 were approved as read.

James Beard motioned to approve the attached list of checks from the Sewer Fund totaling $19,749.61. Jack Winter seconded the motion. Motion carried.

Larry Gensemer reported that there was a sewer leak at 16 Jenich Drive. It was discovered that there was a crack in the pipe where the sewage water was leaking. Since the location of the leak was in East Cocalico Township, they will repair the street and bill West Cocalico Township Authority.

Heath Edelman reported that the CAP Report is due by June 30. Heath will bring a draft of the report to the June meeting. The Clean Water Inc. report for the month of March indicated the average daily flow was 120,000 gallons per day.

James Beard motioned to approve the attached list of checks from the Water Fund totaling $57,695.58. Jack Winter seconded the motion.

Motion carried. Discussion on the Auto-Dialer was tabled. Jack Winter motioned to authorize Entech Engineering to prepare the 2012 Consumer Confidence Report. James Beard seconded the motion. Motion carried.

The following bids were opened on May 9, 2013 for the Water Meter Replacement Project:

Based on the Engineer’s recommendation, James Beard motioned to award the Water Meter Replacement Project bid to the lowest bidder, TA Duffey, in the amount of $64,750.00. Jack Winter seconded the motion. Motion carried.

Larry Gensemer reported that there were several leaks that occurred recently: a water leak at Mechanic St./Lincoln Ave., one on the Post Office property, and a service line leak at 100 Blue Lake Rd.

Larry reported that he has been working on locating curb boxes and making sure they can be turned. Larry will also get risers for the curb boxes that are down too deep in the ground. The April report of the water system was as follows:

Well #3 Total gallons used: 1,789,700
       Average daily usage: 59,656

In April all hydrants were opened and flushed.

Carolyn reported that she met with Dean Hoover of Weinhold Nickel & Co. regarding the 2012 Audit. Carolyn also presented the 2012 Financial Statements that were prepared by Weinhold Nickel & Co.

James Beard reported that he noticed that the Fire Company was using a considerable amount of water when they were having a training exercise recently. Since the SRBC has required the Authority to reduce the amount of unaccounted for water, Carolyn will send a letter to the Fire Company requesting that they keep records of any water withdrawn from the water system that is used for fires, training, testing or cleaning of equipment, etc. so she can report the gallons of water on the SRBC Report.

There being no further business, James Beard motioned to adjourn the meeting at 7:55 P.M. Jack Winter seconded the motion. Motion carried.
