Township Meeting Room

The Chairman, Henry Freed, leading the Pledge of Allegiance to the Flag, called the regular meeting of the West Cocalico Township Authority to order at 7:00 P.M. The following were in attendance:

The minutes of the meeting held on March 12, 2013 were approved as read.

James Beard motioned to approve the attached list of checks from the Sewer Fund totaling $8,815.54. Gene Weaver seconded the motion. Motion carried.

Heath Edelman reported that the 2012 Chapter 94 Report was submitted to DEP. Flow data is back to normal. Flow monitoring will continue until the end of April.

The Clean Water Inc. report for the month of February indicated the average

daily flow was 134,900 gallons per day.

Heath Edelman reported that Clean Water Inc. was awarded the bid for Operation of the Wastewater Treatment Plant.

James Beard motioned to approve the attached list of checks from the Water Fund totaling $24,343.59. Jack Winter seconded the motion. Motion carried.

Discussion on the Auto-Dialer was tabled until next month.

Carolyn reported that the tenant of Erma Sensenig has paid her delinquent account.

Since the SRBC has required monitoring of the abandoned well on the property of Keystone Nitewear, an agreement was received that permits West Cocalico Township Authority, its employees and affiliates to monitor the water levels in their abandoned well in addition to allowing access to the property to do maintenance, readings, etc. at the well.

James Beard motioned to authorize Carolyn to advertise for bids for the Water Meter Replacement Project. Jack Winter seconded the motion. Motion carried.

Carolyn reported that Todd Duffey will be replacing the commercial water meters and pit meters to the new radio read meters.

Larry Gensemer reported that he got the pipe replacement tool that is needed to replace the copper pipe whenever there is a water leak.

Heath Edelman reported that several revisions should be made to the WCTA Water Rules and Regulations and the WCTA’s Standard Specifications regarding backflow prevention and pit meters. The Board authorized Heath to work with Larry Gensemer to make the necessary updates to the Rules and Regulations and Standard Specifications.

There being no further business, Gene Weaver motioned to adjourn the meeting at 7:45 P.M. James Beard seconded the motion. Motion carried.
